This is the CH340G USB to TTL bridge in SOIC-16 package, a lowest cost alternative to the popular but expensive FTDI FT232RL.
This chip does exactly what you could expect from it: full speed USB interface which shows to your computer as a virtual serial port. The CH340 works under Linux, Windows and Mac OSX, see below for drivers.
