It's a small USB to TTL serial tool, using the PL2303 chip.

You can use it to connect some serial device to your PC via USB port.

Because this breakout board lacks the DTR line, its only of limited use for programming boards that do not have an USB interface. For this purpose we recommend the Foca v2.1 : FT232RL Tiny Breakout
