This is a dot matrix module with 8x8 3mm red LEDs, controlled by a single MAX7219 driver chip. The MAX7219 chips are cascadable, which means you can connect the output of one module to the input of a second module and control up to 8 of theses modules with only three control wires (DIN, CS & CLK).
These modules can be used standalone to create blinky effects, show emoticons and whatever you can squeeze on 8x8 display or you can use it to extend our 32x8 Dot Matrix Displays by single 8x8 modules, or you can use them to create your own custom 16x8, 24x8, 16x16 etc. display.
