These are PTH Addressable RGB LEDs ('pixel LEDs') with a P9823 control IC built right into the them. The P9823 control IC is fully compatible with the WS2812 chip, so this LEDs can be controlled with Adafruits wonderful NeoPixel library as if ithey were WS2812 LED pixels.
If you are looking for a great addressable LED in the more common LED form factor, then this is the perfect choice for you. This THT version is a lot simpler to solder into your project and comes in a diffused 5mm package.
